People: Barclays’ macro trade reshuffle, UBS board moves, and more

Hossein Zaimi, previously head of global markets for Asia-Pacific at Barclays, is to become the London-based bank’s head of macro trading. He takes over from Michael Lublinsky, who is leaving after six years. Lublinsky, a veteran rates trader, previously worked at NatWest Group and Brevan Howard Asset Management. Jaideep Khanna will replace Zaimi in the APAC role while Barclays looks for a permanent replacement.

Lublinsky’s departure follows the exits earlier this year of Carl Scott and David Cross, who both helped lead the bank’s European rates-trading business. The firm also hired David Garner as global head of securitised products bond trading, and Ben Mabley as managing director and head of rates and solutions sales in the UK.


As part of its continued integration of Credit Suisse, UBS has announced a slew of changes to its group executive board.

Edmund Koh, UBS’s APAC president, will step down from the board on September 1 but will remain with the bank in the role of regional chair. Iqbal Khan will take over as APAC president from September 1 and become co-president of global wealth management. He will relocate to Asia, marking the first time a divisional president will be based in the region.

Naureen Hassan, regional president of UBS Americas, is to retire from July 1. Rob Karofsky is to become president of UBS Americas and co-president of global wealth management, having served as investment banking co-president since 2018 and as president of the division since 2021.

George Athanasopoulos and Marco Valla will join the global executive board as co-presidents of the investment banking division. Athanasopoulos joined UBS in 2010 and has held senior roles within its investment banking team, including head of global markets. Valla joined in 2023 as co-head of global banking.

Neil Hosie has been appointed as global head of execution services. He was previously global head of equities at Credit Suisse. Hosie began his career with UBS in London before spending 23 years in Hong Kong. He takes over from Brent Johnson, who is to retire after 26 years with the bank.


Stephan Schenk has joined Goldman Sachs as a partner and global head of operational risk management. He was previously chief strategic enterprise risk officer with Wells Fargo.


Mitali Sohoni has been appointed as head of Citi’s North America markets team in addition to her role as head of asset-backed financing, according to a source familiar with the firm. She joined the bank 19 years ago and has overseen business lines including collateralised loan obligations and credit financing. She will continue to report to Mickey Bhatia, head of global spread products, and Sunil Garg, head of North America.

Dina Faenson has been appointed as chief executive of Citigroup Global Markets, a broker-dealer entity, in addition to her existing role as head of markets counterparty trading and risk. She will report to Andy Morton, head of markets.

State Street Bank International has appointed Dagmar Kamber Borens as head of global markets for continental Europe. She will report to Anthony Bisegna, head of State Street Global Markets, and Andreas Przewloka, chief executive of State Street Bank International. Borens joined the firm as country head of Switzerland in 2021, and has held senior roles with UBS and Credit Suisse.

Giorgio Fernicola has been appointed as head of institutional business for Italy at State Street Global Advisors, the asset management business of State Street Corp. Fernicola, who previously had a senior institutional sales role with Amundi ETF, reports to Gerben Lagerwaard, head of the business’s continental Europe global institutional group.


Nithya Navaratnam has been appointed deputy head of the Bank for International Settlements’ banking department for a five-year term, starting on July 1. She joined the BIS in 2020 as head of credit risk management, having previously held regional and global credit roles in New York and Singapore at Goldman Sachs. She succeeds Luis Bengoechea, who has become head of banking.


The Basel Committee on Banking Supervision has appointed Erik Thedéen, governor of Sweden’s central bank, as its chair. He succeeds Pablo Hernández de Cos, governor of the Bank of Spain, who had held the role since March 2019. Thedéen was director general of the Swedish financial supervisory authority from 2015 to 2022. He was also chief executive of the Nasdaq OMX Stockholm Stock Exchange and state secretary within Sweden’s Ministry of Finance.


Andy Hill and Natalie Westerbarkey are to become co-heads of the International Capital Market Association’s market practice and regulatory team from July 1. Hill will take the lead on market practice while Westerbarkey will lead on public policy and advocacy.

Hill is currently senior director and deputy head of the market practice and regulatory team, with primary responsibility for secondary markets, repurchase and collateral. Before joining ICMA he spent 18 years as a repo and money market trader, including 10 years as an executive director at Goldman Sachs.

Westerbarkey joins ICMA after spending 25 years working on the buy side, sell side and cross-regional policy. She most recently served as head of EU public policy with Fidelity, having previously worked in broader policy roles at the Abu Dhabi Investment Authority and Citigroup.

The duo will succeed Paul Richards, who is moving into the role of senior adviser to ICMA.


Vojtěch Belling has been reappointed as vice-chair of the European Securities and Markets Authority. He will serve another two-and-a-half-year term, having originally been appointed in November 2022. Belling is an executive director of the Czech National Bank’s financial regulation and international co-operation department, having previously been director of the bank’s EU and international affairs division. He is also a member of Esma’s board of supervisors and of the European Central Bank’s international relations committee.


Heather Slavkin Corzo has left her role as policy director with the US Securities and Exchange Commission. She led a team of policy experts advising the commission’s chair Gary Gensler on SEC rulings and regulatory issues. She was previously director of capital markets policy at the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO), head of US policy at the Principles for Responsible Investment and a senior fellow at Americans for Financial Reform.

Corey Klemmer, who most recently served as Gensler’s corporation finance counsel, has been appointed to succeed Slavkin Corzo. Before joining the SEC, Klemmer was director of engagement for Domini Impact Investments and an analyst at the AFL-CIO’s office of investment.

France’s financial regulator the Autorité des Marchés Financiers has appointed France Mayer as director of retail investor relations and protection and as a member of its executive committee. She was previously market intermediaries supervision director in the AMF’s data and markets directorate. Mayer joined the authority in 2010 as a portfolio manager in the market intermediaries monitoring directorate and was appointed unit head in 2014. She succeeds Claire Castanet, who retired in March.


Martin Gruenberg is to step down as chairman of the US Federal Deposit Insurance Corporation following the confirmation of a successor. He previously served as director and vice-chairman before assuming the position of chairman under President Joe Biden at the start of 2023.


John Partin has joined Washington-based public policy, research and advocacy organisation the Bank Policy Institute as a vice-president of government affairs. He was previously a staff member for the US Senate banking committee’s ranking member, Tim Scott. He also held roles as a legislative assistant and senior policy adviser to William Timmons, the member of the House of Representatives for the fourth Congressional district of South Carolina.


Judy Klugman has joined Securis Investment Partners, an insurance-linked securities investment manager, as an independent non-executive director. She previously spent 24 years with Swiss Re, most recently as global head of ILS distribution and sales.


Steve Goldstein has joined due diligence and risk management provider Door as chief executive in the New York office. He succeeds Rob Sanders, the firm’s co-founder, who has become head of strategic partnerships. Goldstein was previously chief executive of Resolute AI, where he led the firm’s acquisition by Research Solutions. He was also head of product management at Refinitiv.


Andrew Bresler has been appointed chief executive of Saxo UK. He takes over from interim chief executive Simon Camilleri. He previously held various leadership roles at Citi and InvestCloud, and was Saxo’s deputy head of sales trading in Singapore from 2016 to 2018.
