Basel II hat den Banken Anreize gegeben, das in ihren Bilanzen enthaltene Kreditrisiko zu verpacken und an ein breites Investorenspektrum zu verkaufen. Dieses Originate-to-Distribute-Modell wird nun zunehmend von Analysten und Regulierern kritisiert. Sie meinen, die Banken seien für die Absorption von Verlusten immer noch am besten platziert. Die Eigenkapitalvorschriften von Basel II werden schon seit längerem kritisiert, aber die Angriffe zielten bisher vor allem auf technische Feinheiten und methodologische Nuancen. Das hat sich seit der Liquiditätskrise geändert. Erstmals seit der ursprünglichen Fassung von 2001 stehen jetzt die Grundlagen des neuen Akkords unter Beschuss. Nach Ansicht der Kritiker verfolgt Basel II die falschen Ziele, ist zu restriktiv, kann Blasen nicht verhindern und steigert die Belastbarkeit des Finanzsystems
